What is the purpose of the Velcro that is attached to the base of the loop?
Great question. I wondered that too. It is indeed Velcros (as you said), so it can be used for various things. Since that is the end of the leash that would effectively be affixed to the interior of the kayak (or your body), I would attach the Velcro to the 12" strap of the small dry bag that I keep my phone in because I like to keep my phone close to me for pics or to answer a call), also you could attach it to the plastic loop on your water bottle to keep it from rolling about the kayak. It could also be just a backup point of security for your paddle in case the other attachment fails. I think it's use it non-specific and up to you.

Leash is only 37 inches plus 1 inch for metal clip. I would recommend purchasing a better leash that has about a 1" width & 4" length velcro piece attached to the leash. The leash length is fine, but the small velcro piece is a skimpy to fit around the grip of your paddle; attached to a D-ring forward on your kayak. You don't need the leash moving while your paddling which is what this one does; that's why I will purchase a real leash before I do white water rafting than use this one....
