These straps are a dual cable reinforced nylon strap. There are 2 steel cables that run the length of each strap. A bear couldn't bite through the cables no way! You'd need bolt cutters to cut the straps. However, a bear could mangle the cables in the strap by biting it and the nylon webbing part of the strap would or could potentially be ripped to pieces by a bear depending on whatever you're using this strap to "stand up to a bear" against. If you stick to and use these straps for their intended purpose, a.k.a.; securing a kayak/canoe, there shouldn't be any issues at all, bear or no bear.
