Going on a tubing trip, and I was going to use this bag to keep people's phones and wallets and stuff. Could this bag be submerged without leaking?

yes, you just have to roll it up correctly. i use mine on my paddle bored all the time. plus we went hiking in the rain and it was great! it's a good size for phones, a towel, a change of clothes, some food and water

Can you still use the phone while it's in the case?

Yes! The touch screen is not as sensitive, but usable. I took a number of pictures with my phone in the case.

Is this machine washable and dryable?

Its rubber. So I wouldn't wash it by machine. Hand wash, let dry and you'll be good to go. Hope this helps
