Get the "Suspenz big EZ Kayak Rack", it fits my Hobie Outback, 14' and 3' wide. It's easy to put in and out. It costs about $25 more.

- Is it big enough to hold a Jackson Cruise 12?

I don't know what a Jackson Cruise 12 is, but I can tell you that it holds my 13ft, 70lbs, three-person fishing kayak. It is an excellent rack!

- Will the regular EZ work with my 11.5 sit on top Perception tribe? Or do I need the Big EZ? 31" wide x around 14" or so high...

The regular EZ holds my 36" wide FeelFree Lure 11.5' just fine.

- So the mounting holes seem to be on the side? Shouldn't the screw holes be drilled from front to back? A tad confused.

They should be drilled from front to back. I pre-drilled a hole to put the screw through. The side holes, I think, are for condensation release. I had to put tape over them as mine are on the side of my shed overhang outdoors, and bees were trying to make a home in them. Also, use a Harmony Gear Cockpit Cover to keep stuff out of the cockpit.
