I would say yes. I have 2 of these bags that I use for canoeing and bicycling, and I can say they are very well-made and 100% waterproof as long as they are not overpacked. To ensure a watertight seal, you should get at least 2 folds on the top of the bag and then clamp them together. I still recommend putting your cell phone in a ziplock bag for extra protection. If you purchase this bag, you won't be disappointed.

What I'm referring to is you have to get at least 2 folds on the top of the bag and then clamp them together to insure a water tight seal...
