The outer water-resistant shell is made with a tough ripstop material in high contrast colors and reflective trim for extra visibility. Two transverse handles are sewn in to the top should you need to quickly extract your dog from the water. We’ve also added two leash attachments for when he finally comes to shore. A zippered opening allows you to remove the flotation layer for cleaning or to use it as a simple shell.

The belly flaps have straps only
We have a parsons terrier and the floatation panels are under his belly .This vest has saved our migs on a few occasions.We love it!
I would think so, but you really should measure his/her girth. I first ordered the medium for a 64 pound dog. The front strap was too short, but otherwise the jacket would have fit fine. The dogs girth was the top of the medium range, so we think the short strap was a manufacturing issue. So then we ordered a large. The large fit, but seemed big. We had to cinch the straps a lot. Unfortunately it fell apart just trying it on in the house so we never used it and just returned that one, too. But I would think it would fit a dog 20 pounds more than my dog. If you don't have a soft tape measure, wrap a leash or rope around the dog's girth and measure that.
Yes. With the extra handle it is a bit longer along the back, helping senior dogs feel more secure in the water. The two handles provide the human more ease in moving a dog in and out of the water.
