No, there is no velcro closure on the top. You have to roll it and lock it, just like on the picture. It is very easy though.

Does it float?

YES! It's so cool, we had my husband's small oxygen tank in it for safekeeping on our canoe. We tipped and the tank stayed bobbing in the water and dry as can be. The idea is to have some air in the bag before closing, so you want extra room around items.

Can it be submerged underwater?

If the bag is closed properly, it can be submerged. Not sure for how long.

This does fold up small. Not sure how much it weighs, but it's made of very durable plastic, so it may weigh a few ounces. It would be no problem in luggage.
