How long are the straps? Are they long enough to hoist the kayak from ground level or do you still have to lift the boat into the loops?
You could use the straps to hoist the bottom kayak, but you’ll have to lift the top one in.

Our longest kayak is 9’ and it’s a little wonky to get it on balanced… I don’t have the box or paperwork to see what the exact sizes it will hold are but if I had to guess I would think it works… I’d double check on the manufacturer's website to make sure.
How high off the ground is this system meant to be installed?
I think mine is approximately 9-10 feet where I put lag screws into the garage beams and the bottom kayak is still over a foot to a foot and a half from the ground. These are excellent, don't second guess their quality...
Can this be used on a chain link fence?
Absolutely. With the provided clips, you would simply attach it to the fence. If it's a short fence, you can separate the straps (though the bottom section may not hang as cleanly as the upper). You will need approximately 44" for just ONE section. Easy install.
