What's the distance between the two support arms? - 13 inches outside to outside

Will this product fit on a jeep with a rear tire? - It will fit if the distance from the center of the pin hole on the hitch is less than or equal to 10.5 inches. Any further than 10.5 inches and the bike rack will hit the tire before it can be installed properly.

Would it fit a 2" hitch? - Yes it fits both a 2" and 1 1/4" hitch out of the box.

Can the rack hold small bikes like 18" and 16"? - I don't recommend this rack. I bought it to hold five bikes, but it doesn't. I went back to a type that has movable positions. The mounts for each bike on this rack don't move, so it turns into a frustrating puzzle trying to fit bikes of different sizes/types on the rack. I spent 3 separate evenings trying to put my 5 bikes on the rack (2 adult mountain bikes, girls 24", 2 x 20" kids) thinking it's just the order. Ended each putting 3 on the rack and 2 in the pick-up bed.
