Mine are 28.5" wide and 29" wide. Your widths of 31.5" should not be a problem.

Would this work with a stand-up fishing kayak? I have a Jackson Coosa that is 36" wide. Would it fit?

My Vibe Cubera at 33.5" barely fit on the bottom rack. I haven't tried putting it in the top rack due to its weight. Your Coosa might fit up top. It's a solid rack, looks good, and the wheels are really functional.
