Yes, the shoulder straps are adjustable. There are also adjustable straps on the sides. The PFD is available in three sizes.

Is the back piece attached to the mesh? Or can you flip it up? What's the length of the back flotation part?

The back flotation panel is attached to the mesh and does not flip up. It is approx. 12 inches from top to bottom.

EhT size are the pockets? Can they fit a cell phone?

Yes, my S-10+ fits, but I would not put it in unless you want to bust zippers.
