Yes, but only when worn (by someone at least 16 yrs old and over 80 lbs). This means that if the USCG pulls you over for an inspection, and they require a life vest for each passenger on board, this type of vest will only count as a personal floatation device if it was being worn BEFORE (and while) being stopped for inspection. So if it is laying in your lap when you get pulled over, it does NOT count as a PFD (you have to have a conventional vest also). If you have it properly strapped onto your chest when pulled over, it DOES count as one of your life vests. Strange, but that's how the USCG views it.
